More headaches for the tornado-damaged Nebraska town of Pilger.  

Village clerk Kimberly Neiman tells Newsradio 1110 KFAB, much of the town is in a flood plain and that affects rebuilding the community.  

Because of a flood from the Elkhorn River several years ago, the Federal Emergency Management Agency (FEMA), placed most of Pilger in a flood plain.  

Neiman says because of that, tons of dirt will have to be brought into town to raise the elevation.  It also means no basements in rebuilt homes.  

Neiman says residents that do decide to rebuild can include safe rooms either inside or outside of their home.
